Can I visit the DMZ without a tour? How do I book one?

I really want to visit the DMZ and especially the JSA (Joint Security Area) where you can step into North Korea. Can I go independently or do I need an organized tour? What is the best tour company and how far in advance should I book? My budget is around ₩100,000 for the whole thing including transport from Seoul.
